Yeah, I really liked it when Jasonb111 challenged nanobuts to heads up. I also liked when qpw said "...OLPIR" and I knew what that stands for.

I can't believe I've made it through this whole thread and no one has realized OP made a typo when executing the SmartWhoIs query. 216.38.162.127 is the IP address in your TCPView output but you did a query on 216.28.162.127. So this whole FTP server in Ohio idea is a bunch of kapooey.

It has nothing to do with Kahnawake. As I pointed out earlier, it is a media/advertising company that hosts the banners appearing in the client software, and they are requested directly from that server by the software. You're correct it is legit and nothing to worry about.
