As much as I agree that FTP is run by chimps named Travis, I don't think that's what really happens. I think that what happens is that monetary transactions with an account (deposits, cash outs, transfers) sometimes/often/always triggers a security check of some sort. And it's at that point that FTP (et al) notice these things.
It's probably not really feasible to just be constantly searching the player database checking all accounts at all times for these sorts of violations. There's probably thousands of accounts created each day and the vast majority of them never deposit (they stay play money or never come back). The logistics of matching all those accounts up with all existing accounts when they're created would probably be a big problem. Presumably it's only worthwhile to run that check once they're real money accounts (and even then, they may only do so intermittently).
