I’m considering moving for a few months to go ham on online PLO. How quickly will I be able to register an account on PokerStars or Party Poker, and get up and running, and how quickly would I be able to cash out? Also, can you suggest cash-out logistics for a player from America?

It depends which country.

I suggest picking somewhere where it is easy for a new resident to get a payment instrument that facilitates fast and cheap deposits and withdrawals.
