Can a US resident purchase an Amazon UK gift certificate with Stars FPP's and redeem it? Would it be shipped from that country? Would the purchase just be blocked?

Yes, you may purchase the gift certificate. They only ship media items outside the UK.

You could sell the certificate on eBay UK.

Somehow, a £35 cert sold for £36.10.
