Flemish is a dialect of Dutch.
It mostly just sounds different, a few words are different, but it's 95% the same.
There are a lot of different "Flemish" accents as well, some so different that even I cannot understand most of it. This is mostly in the West of Flanders.
But we all learn "Dutch" in school and can all adjust to some form of language where we're capable of understanding each other, including everyone from the Netherlands as far as I know.
The official language of Belgium is Dutch.
60% of Belgium speaks Dutch
50% speak French
0.7% speak German
(A lot of people speak both languages, and probably everyone does at least a little.)
