It’s not like the casino / poker room management doesn’t know customers get preferential treatment by tipping the floor. They are OK with that because that way they can get away with paying them crappy. Otherwise rooms would prohibit their floors from taking tips.
For the same reason we allow bartenders to give out free shots to customers who tip well at our bar. If that 50 cent shot of top shelf liquor results in an extra 5 bucks for the barkeeper, everybody is happy.

I agree on that one. Maybe that system served everybody well for some time but at some point people started to abuse it in a way where problems significantly outweighed benefits for the room. If that point is reached, management has to step in immediately. That clearly wasn’t the case at Bellagio.
