In this case I agree as a read it as the cards are still in front of the player. I think had the player announced a losing hand and thrown the cards in 1 up 1 down it would be inappropriate for the dealer to ask since those actions would seem to be a player clearly intending to muck

Agreed. Only reason to ask is if the player is silent IMO. Usually the only time it is necessary is when the one card showing is enough to win.

I don't think that dealers need to be babysitting adult children. It's 100% okay if a dealer wants to move on quickly and efficiently to the next hand. They can decide if going slower results in more tips. And if some player gets mad because the dealer ruined his attempted slow roll, F that guy.
