Am I reading and understanding correctly that there is no longer a big bet on 4th in stud MTTs? If so, why?

Normally the 4th street bet is a small bet. But there is a 7cs rule that says that if a player has an open pair showing on 4th street then players can bet either a small net or a big bet. Some rooms dropped that option long ago, and some didnt. So this tda rule standardized that there is no optional big bet on 4th street when a pair is showing.

Makes sense. So WSOP will run an MTT with no large bet on 4th with an open pair but in the same room a cash game with the large bet option (per their latest live action rules).

My room has never allowed it. Dunno why, probably just for less confusion.

I don't know what the wsop will do this year. The latest rule set I see on their dealer website is the 2019 rules for both cash games and tourneys. The 2019 wsop rules for Both cash and tourneys have the optional big bet with a pair on 4th street. But that rule set was already published in May 2019 prior to the TDA rules of 2019 which were published in Sep 2019 that made the change to the big bet on 4th street. So the 2019 wsop followed the tda rules that were in effect at the time for both their cash games and tourney stud games.
