Stud dealt to wrong player on river, but player mixed his cards

Stud 8 as part of OE. They do not spread much stud and some of the dealers are not good with it. 3-way to river. Player first to act bets blind. Dealer mistakenly deals to player first to act first rather than to player in seat 1. Players complain about the error. Player first to act says he has already mixed up his hole cards and mixes them further. Presumably, he knew what the river card was because he knew what his hole cards were going to the river. Floor says he has never seen it before and has to go back and research it. Otherwise, he says there can be no action on the river. The 3 players in the hand do not want a long delay, so agree to no action on the river with the blind bet pulled back. I thought this was an interesting situation for people in this forum.

Doesn't matter if player says he knew which card it is, as soon as it's unidentifiable by the dealer it's too late. Maybe even as soon as he looks at it.
Continue dealing the next two cards in order. I would have allowed action to continue, but not allowing river action seems reasonable in case he was doing it as an angle.

Seems fine. I’m not sure what else is to be done. Just don’t deal poorly next time.

The players who were dealt the wrong cards should have the option to either bet or be allowed to not have to call a bet.
