I've never played at a casino where being on the phone during a hand was not allowed. So while maybe you have had that experience of being told not to be on the phone, it has personally never happened to me.
So under that assumption, if players are abusing that right then they can be told to stop texting each other. The suggestion of offering to show the phone to make sure people are texting was in the context of people discussing whether or not a casino could compel players to show their phone. No, they can't
compel players to show their phone, but the players could
offer to show their phones as an act of good faith.
