There is no gaming commission in Texas.
There are no laws covering poker specifically.
Poker is covered under the gambling laws.
The police do not care if a room rakes. Several time rake rooms have changed to pot rake rooms.
They make way more money.
A room recently tried to open in Montgomery County which borders on Houston to the north.
The local DA. Said if they opened the room , everyone would be arrested. They decided not
to open up.
Many players avoid playing at Freerolls.

trying to play detective is pretty silly - the rooms in Texas are for all intents and purposes completely unregulated and your instincts are correct that they are likely pocketing rebuys.

i saw a photo inside the “cashier” at a well known Texas room and was shocked by how unprofessional the entire operation was. anyone that thinks there is anything preventing skimming is a fool.

I've never played in Texas, but I've also never seen a tourney that had the board differentiate between original entries and rebuys. Is it possible that the 77 entries were actually 50 entries and 27 rebuys?

From what I gather of Texas rooms the deals for rake are not that bad and they even usually force players to use tip chips instead of taking off their stack for tips. Is it possible? I suppose. But they are also biting the hand that feeds and opening themselves up to unneeded scrutiny by doing that.
