I think it's a sign that they think you're weak, and have the confidence to show that they know this. There's some conflicting information in that action. On one hand it's "acting" strong which usually means weak, but it shows some level of confidence in their hand which usually means strong. Because of that I tend to not use it in my decision process. There are certain live players who if I saw this from them I know it would be an attempt to get me to fold, so I'm more likely to call. Other players who turn to statues when they bluff and can't even form a coherent sentence would never be able to do this unless they were strong. But I don't think I've ever been in a situation where I've used that tell.

Typically when somebody makes an action out of turn (like picking up chips, pushing their cards forward, etc.) it is to disrupt what looks like is going to happen.

In this case it looks like Hero is going to fold, so pushing his cards forward is taunting in nature. Its also presumptive in that Villain is assuming out loud essentially that he has won the hand. So by acting weak (trying to cement the fold) Villain is probably strong and trying to get Hero to rethink his action.

Or Villain could just be tired of waiting.

Never trust tells like this. However, in a random I generally see this as a top pair type hand that doesn’t want to get outdrawn on. Some trickier players work this into their bluffing arsenal though or do this with a strong draw. I usually would not rely on this as a “tell” though.

The only information this really conveys is that I assume they are a rec-fish and not that good.

You are way overthinking this. It almost always means "hurry the **** up and do what everybody knows you are going to do".
