If it had seemed clear that the female player wanted to fold the dealer would have scooped up her cards. Based on OP her intent to fold was only clear to him and the player herself. There's zero indication it was clear to anyone else including the dealer. Based on the dealer's inaction on what looks like a call but might be interpreted differently, I'd even go as far as assume that the dealer thought she called.

If there was an obvious intent to fold we should not hold her to a call. I doubt anyone disagrees with that. Based on the way it sounds in OP the lady made the action that was later ruled a call and action proceeded to the next player before anyone spoke up. I reread OP's posts and to me that's not 100% clear though.

I don't think the dealer could have scooped up her cards. She was in the 4 seat and her cards were basically still in front of her. Given that there was a chance that she had called I don't think the dealer would have grabbed the cards without asking.

I also think that the player who had bet the 4800 reacted quickly and made it much harder for the dealer to do anything but accept the action as a call.

Had I been the dealer knowing the intent of the woman I would have asked her immediately if that was a call or fold placing a SB out there for the next hand. But that moment passed and what remained was the fact that she had placed chips in the betting area when facing a bet while her cards were still in front of her and hadn't been folded.

I have players who pull that crap all the time.

I tell them while dealing the next hand,
"Be careful, you might be held to a call when you do that."

So normally when I’ve played, the dealer is watching whomever the action is on, and would say what the action was (unless it was obvious), and then turns to the next player. Was the dealer still just blankly staring at the lady as the other guy is screaming “THATS A CALL” or what?

Yes. The dealer was looking at the woman who had pushed her cards slightly forward and put 300 in chips to the left of the BTN (which hadn't been moved). I think he was trying to figure out what to do when the other player said that it was a call.
