"Classic" banks like Sparkasse, Volksbank or Postbank usually require a residency in Germany to open an account. Some "direct" banks like N26 accept customers with a residency in other EU country, but I'm not sure about countries like Norway that are not in the EU. Besides that, getting cash on your account at a direct bank obviously presents new challenges since they don't have physical locations. For example, DKB sends somebody to pick up the money at your home if you want to do a deposit. That service costs a flat 30€ IIRC.
