The calling player loses the all in and racks up his chips and leaves without paying off the all in. According to the letter of the law, the casino cannot force this player to pay off the bet. The most the casino can do is ban the player. (For this reason it’s probably best to insist that the dealer pull in the calling chips before tabling your hand when all in).

In this case if the floor ruled for the villain, I’m not sure hero would legally have to pay up, although getting banned probably isn’t worth the money it would cost.
By the way, this is not an angle. This is outright cheating\theft. The fact that it would be treated civilly and not criminally does not change the fact that this is 100% against the rules.

There was a discussion at a Borgata table about this during my last session. The table obviously agreed that V's chips should be pushed in prior to exposing your hand as H after an all-in bet by H and either a verbal call, or one-chip toss by V.

It was agreed that the likely outcome was V either paying up or getting 86ed at least until they do so.

Questions that went unanswered:
1. Is V permitted to go to the cage and cash out? Would anything be 'withheld'.
2. What about the idea that the chips belong to the casino (fine print)?
3. What if H and V were seated next to each other and H moved the chips into the pot (before or after exposing the hand)?
4. What about another player pushing V's chips into the pot?
5. What about another player taking chips from V, to give to H?
