I worked in a small savings and loan in 1984. Back then we could handle up to about a 10K cash withdrawal pretty standard. For larger amounts, 24-48 hours was needed so we could get the cash from our commercial partner. Adjusting for inflation, I don't see 25K as being unreasonable today.
As for the Hustler, they have what is called a players bank that can be set up, similar to a savings account. When I was playing often there you could just deposit cash / chips and access it on your next visit. I would call them and see if you can fund an account via wire.
