Here's why it wouldn't work:
Working in the sportsbook one night, I was paired with a ticket writer who couldn't stop complaining. Every time he opened his mouth, it was to complain about something. Nonstop, constant.
Finally, I said to him one night, "Can you go one hour without complaining, for $5?"
Being a degenerate, his eyes lit up at the prospect of a wager. "You want to bet $5?"
"No, I'll
give you $5 if you can go an hour without complaining about something."
He spent the next 45 minutes smiling, saying what a wonderful day it was, what a happy place the world was, etc. I told him it was so much more pleasant, that if he won, I might offer it again the next hour.
Then he hit some minor bump in the road, and forgot himself completely, complaining bitterly about some ******* customer.
My point, as pointed out in the introduction to Freakonomics: tiny incentives don't work.
