Forward motion: cards vs stack - how can this be reconciled? Forward motion: cards vs stack - how can this be reconciled?

Please excuse if in wrong forum or already asked before.

Everyone knows about "forward motion", you push a stack of 100, you can't say you only meant to bet 40 hahahha. I'm wondering why this is different for cards? Suppose it's HU and the bettor went AI, now because he's an idiot and forgot the other guy still has cards, he mucks face down towards the muck. I assume it's the same as places I play at says as long as the cards are retrievable, they are not dead. How come and what should be the right ruling ideally?

You can only fold a hand when facing action. If he is already all-in, his forward discard of this hand does not indicate any action (since he is not facing action). If the dealer scoops his cards and they are unidentifiable, then his hand is dead. But if his cards are identifiable, his hand is (usually) not dead.

The right ruling is that the best hand should win.
