If there are not enough cards in the deck, the mucked cards and the already discarded cards are shuffled, and the remaining players draw from those.
The off chip goes to the first board, or the high hand in hilo.
Thanks
But here I´m talking about Drawmaha, then the odd chip or goes by left of the button, or to Draw or Omaha; not Hi Lo, that it is another game
Same about Running Twice, as you explain

To avoid running out of cards, either limit to 6 players, or you can increase to more players, but limit how many cards a player can draw. If you run out of cards anyway, then as said, you have to reshuffle the discards.
Odd chip can go anywhere, as long as you are consistent. I have seen where it always goes to early position. Also seen where it goes to the high hand in 2-7 version, and where it goes to the 5-card hand (the draw hand) in standard version.

And as I´m new in this forum, I congratulate you for your win with 14 years delay

But it is just one particular rule there, not general, I guess...
