I am not saying I am ok with it, but we all have seen a buck go to a waitress mid hand. Is it right, technically no, but try stopping that. Now what happens if that buck is now 100 bucks. Is the waitress going to say no? (though in many places she/he is expected to confirm with the customer such a large tip was intended)
But once a bet is outstanding, (i.e. the player's covering all in), I have often seen dealers return the tip, even if it is normal size. You know the old, here is $5 for you dealer, now I call move. I see those $5 tips go into the pot.
But the old, here is $5 dealer, now I am all in, I see dealers keep the $5. Again, not saying I am for such only that I see it happen.
I do agree in the situation OP described, nothing wrong was done.
