It's probably not a trust issue (you have to handle cash after all) but to avoid appearance of impropriety to customers. Kinda like how a company employees and family members are not eligible for sweepstake drawings.

Small rooms let their floors/dealers prop game when it's short to keep them going (and keep the rake from being short-handed possibly).
