We could use the same reasoning not to congratulate someone on a 100k jackpot because we don't know if they lost 150k on something else in the morning. Personally, I would be kinda confused if nobody said anything after I won that jackpot.

That's an extremely contrived example that has almost certainly never happened.

Cashiers should know that someone who cashes out only $80 most likely did not win that day.

That's a bit of a left turn. Jackpots generally involve a table share and everyone is congratulating everyone else.
