I got some clarification today on the half-bet rule in a NL game. It seems there was confusion on the rule and it was misapplied by some junior floormen.

When someone bets, without speaking, and pushes out enough chips for 50% of a legal raise, they are required to complete the raise. If less than 50% of a legal raise, they are returned the excess.

However, and this is where a junior floor got it wrong, a raise that is less than a full raise (all in), does not reopen the betting to the prior raiser.

Confusing, I know, but it makes more sense.

That is also a very standard rule, and one that often gets confused in exactly the way you described: underraising vs. all in raising.
