Yes, but accounting tricks make it a profit center for casinos. They can take a percent off the top for an admin management fee of the fund. Also, they keep the interest on it. Lastly, they pay for things from this fund where they are also the seller.
-Play X amount of hours and get a free/discount hotel room. Technically you are paying full price, the remainder moves from the promo fund to the hotel's balance sheet.
--$1 an hour in comps for playing. You then buy a hamburger and they move $14 from the promo fund to the deli's balance sheet. Or better yet, they immediately move $1 an hour from the promo fund to your personal comp account and you let it expire and it goes back to the casino.
--Tournaments entries. Even on a freeroll the are taking a rake--you just don't see it. That money moves from the promo fund to the poker room's balance sheet.
Poker rooms want a huge promo fund, it benefits them more than us.
