To someone new to poker it is perfectly reasonable to believe that raise 30 means increase the bet by 30. It's in my opinion correct to think that.
However that is not in fact how poker is played. In common usage raise 30 means raise TO 30. Because of this conflict it's best to use the other context clues to figure out the players action.
