There's absolutely nothing like that going on in NH.
I think 35% or so of the revenue has to go to a charity, the operator uses the rest to pay for overhead (including labor) and the rest is profit.
Dealers pool their tokes. I don't know if that's required by law. More likely, they do it that way because Foxwoods does is that way, and everything they know about poker, they learned from (gulp!) Foxwoods.
(They were surprised to learn that west of Connecticut, Foxwoods poker room is a laughing stock.)
