In our room, you can't have a rack on the table while you play. The only exception is for loading/unloading the racks. While you are expected to unload your rack immediately, you are allowed to rack up before your blind gets to you. If you decide to post the blind, you are instructed to unpack.
For reasons I can't fathom, people LOVE racking up at the earliest opportunity, and playing as many hands as possible with that rack on the table. And yes, I've seen people with $22 do this. Why do you need a nine-hand head start to rack 22 chips? Hell, why do you need the rack at all with 22 chips???
Then, when their blind gets to them, they don't want to leave. Then, when asked to unpack, they don't want to unpack. IT WILL TAKE TWO SECOND TO GET THOSE 22 CHIPS OUT! And about five seconds to get 'em back in. WTF are we arguing about???
