Best city in australia to play PLO or mixed games?

living outside of australia atm. wanting to play PLO cash in a couple of years. Is sydney best for this? or how about perth? its a town which is boom and bust typically so might have some people who got money to set on fire in the future.
crown Melbourne is the biggest casino i believe.
im wanting to win the most money i can.
