Players who look too often at their cards

Hi guys,
I've played poker for many years but I still have a hard time with contextualising players who are constantly peeking at their cards.
Of course this is a sign of weakness most of the time, but what does your experience can tell about this?
Are these players usually drawing? Or maybe they're just paying poor attention to their cards because they're bad players? Or maybe they don't remember the kicker?

As with anything in poker, it is player dependent. The most important considerations are the context and whether the behaviour is out of character for the player. Players who do it frequently are probably very recreational and fishy.

when people look at their cards for too long they usually have junk in my experience !
