noticing in some that long after the time has runout for rebuys and addons some players are still able. anyone else seen this

I have been unable to add on during break during the Last week twice, but I haven't been able to add on afterwards.

I have problems where i try to rebuy and the timer is not even red yet and it wont let me then the you finished in xx place pops up almost like it lags out.
