Manual adjustments of balances have been performed regularly to larger or smaller scale for various reasons. Almost always, a communication piece will follow the manual adjustment in a form of a personal email and all the relevant information will be there. If you are talking about the most recently discussed manual adjustments on this forum then I can only say that the communication piece that was sent out was drafted and approved by multiple business stakeholders (departments) and I cannot contribute more to the conversation at this point.
That said, I am a manager of GP's Game & Platform Integrity team and I can say that for the last 2 years since I've been here we have made a business decision and established a process to manually adjusting balances at our sole discretion of accounts negatively affected by customers who choose to cheat in our games. We have never claimed that cheating does not occur on our platform, in fact, I'll say that any game developer claiming that cheating does not occur in their multiplayer PvP games is not being honest.
We recognise these threats and we have resources to take action when we deem that action is necessary.
Customers you have mentioned in your previous post are in a good standing and we do not have any reason to suspect anything malicious in their activities. Any further accusations of cheating based on statements similar to "he has X chips at Y games must be a cheater" or "he hits every draw must be a cheater" will be seen as defamatory and will not be tolerated in a public space. If you really think someone is cheating, report "Game Integrity Issue" to us with your evidence for concern and we will investigate:

I saw the email thread and confirmed with our Senior Compliance Manager that due to our compliance requirements we cannot accept P.O. Box addresses and in order to verify customer accounts our Verifications team must obtain proof of the actual address of residence. I see that the team provided an extended list of documents that we will accept for this purpose, they will probably respond to you similarly when they will get to your ticket.
