I don't think they are saying you owe money. click the "why...." Button at the bottom of the screenshot you posted for a better answer. I can't remember exactly what it said and I can't see that page because of a pending withdrawal request. But its about balancing the money flow in regards to different deposit and withdrawal methods.

Edit: you'll have to cancel your withdrawal to read it, but I wouldn't be concerned honestly
