Even better yet Global, just standardize the roll over. 20x is nuts imo. Maybe 1x isn't enough, idk. Make it standardized at 3x or 5x, something like that but make it 1 number. This "up to 20x" business is too arbitrary, no matter how well you define the parameters I suspect you'll have problems and questions because there's still an arbitrary component.
All rollover is 2x (for example). Very clear, no arbitrary components, and now super easy to provide a player's precise roll over number at any time (it can likely just be automated at that point as well since it becomes a rudimentary math problem with no arbitrary components, just known quantities).
