My friend is visiting from overseas for a few months. He is wondering if he can open an account? Can he verify using overseas passport and us bank statement?

yes, but unless he has a US/Canada bank account, he won't be able to withdraw. no exceptions.

A US bank account should be easy for him to get. But they want to to see government issued id as well. The question is what will they do when they see his passport, he could send his US visa too to show he's legit being there. The TOC says residents, not visitors.

I don't want to comment on a specific case, but I will just point out that in the sweeps rules it states you need to be a legal resident of the relevant parts of the US / Canada to play with sweeps coins. All players who want to redeem prizes will need to verify their personal details. A non-US/CA residential address address will not suffice, nor will a US/CA non-residential address.

If he has a student or work visa or a green card he should be able to get a US driver license and bank account. But not a tourist visa.
