I access the site from Florida. I was going to check what I entered as my address information for the site, but I actually can't find any page where you can modify or even see your profile info. I do allow the site to see my location. I don't use a VPN or anything, so AFAIK the site should see my location as Florida. I don't know precisely how the internet works, though.
I didn't realize other people couldn't follow the link I posted. All the error page says is:
We were unable to process your purchase.
Reason: INTERNAL_ERROR
