The probably outsourced to one of those freelance job sites. Someone then probably put together a team. Project was delivered (i actually think who ever did the original coding did a fairly decent job). Now they're probably having issues getting the original people to fix things. And if the original people didn't document/comment on their code ... it can be a nightmare for someone else to fix it.
