It's not fun/interesting playing against exclusively against 20bb stacks. Google told me that to "crush" short-stackers, it's better to play a tighter range (I play PLO). Personally, I'm more interested in reasons to play looser not tighter.

Having the clock would create an environment where people can buyin for 20bb, double up, and since they cannot pull money off they'd in theory keep playing at the chance to run it up big, with only 20bb invested. Site wins, players win.

If they can double up, leave, and come back an hour later at 20bb, they will. The site loses the rake from them not playing, and the players lose the action.
