I still have not been able to contact PayPal. Very busy with late And I think the call center is closed by the time I get off (9pm PST).
Anyways I think maybe it would be smart to possibly contact them if you use your account frequently, let them know what has been happening, and make sure everything you're doing is okay, and have them email that to you.
Just a little background on my account,
my account was a little over a year old, and had ~$20,000 in transactions thought that time.

Not that I'm aware of.
When there's an issue that means someone legitimately needs PMs enabled early, reporting a post in the thread, as kahn did, alerts moderators to the situation.
