What am I doing wrong here?

77+,A9s+,A5s-A2s,KTs+,QTs+,JTs,T9s,AJo+,KQo
this is a 12.1% range according to PokerStove other tools it's 12.5% range
it's 28 hands in total.

However out of 169 hands 28 hands is 16.5%

So why do these range tools calculate them at a different %

there are 169 different hands in holdem if you put hands in 3 different categories: suited, offsuit and pairs. however, not all of these are equally likely. AK offsuit has 12 combinations, AK suited has 4 and a pair of aces has 6 combinations.

you could go one more step forward and differentiate between 4 in-game suits so that AdKd is a different hand than AcKc, even though you would call it AK suited. this is how software calculates it, and this way you have a total of 1326 hands.
