This is $20/$40 LHE.

Player to my right open-limps, I raise, folds to him who calls.

Flop is heads up with me last to act: check - bet - call.

On the turn, he takes 8 red chips (1 turn bet) in his hand and taps the table and says "check". I consider betting (I motion towards my chips but don't touch them). He immediately fires 8 chips forward. I look at the dealer and literally say "what the hell?"

The dealer says "he checked" and stacks up his 8 chips and returns them to him. Action is on me.

Thoughts? Is this a reliable tell? Strong? Weak?

Hard to say without a history of some sort. This is more of a 'junior' angle than anything else but is more commonly 'used' on the River when an opponent is trying to get to a Showdown cheap ... so I guess you could say that they aren't 'strong' per say, but aren't necessarily weak either.

This issue is whatever you do they are on a freeroll in most rooms. If you check, the street is complete. If you bet, action has changed and they now have all the options of fold, call or raise. GL

But it's limit so he's calling
In a big bet game it's always someone trying to scare you into checking

I've had tons of hands I was gonna check see this and bet

I would just clarify with the dealer that since he already checked, this was gratuity intended for the dealer to take down.
