100% Buy all of Naxx.
BRM is weird because the first wing of it is 100% needed with Emperor Thaurassian and Grim Patron. Quick shot is a must for hunters. (Gang up is cute too)
The 2nd wing is.. garbage but you somewhat need it if you want to build an aggro warlock deck because imp-gang boss is the best 3 drop for warlock.
The 3rd wing of BRM is hot garbage.
The 4th wing of BRM is only needed for flamewaker.. but even then, the rest is garbage.
The 5th wing of BRM is hot garbage.
My advise regarding BRM. Buy the first wing. Then the rest with gold when you play more.
As for classic packs.. I guess buying 60 is the best $/pack rate you're going to get.
As for buying GVG packs.. Unsure, since if you are going to play arena, all your pack rewards is going to be GVG packs, so.. keep that in mind.
So in closing. With $100. Buy all of naxx ($25) and buy 60 packs of classic ($70) and buy the first wing of BRM ($7). That's $102.
After that, just start playing. (Also, don't worry about GVG packs, very few cards are needed from that set. (only 1 neutral legendary in Dr Boom).

Warlock: 1.5 (Implosion 100%. Mistress of pain.. eh..)
Warrior: 0.75 (Shield maiden, although control warrior is somewhat dead due to patron warrior being superior and control warrior is far too expensive to build for new players)
Class epics:
Druid: 0
Hunter: 0
Mage: 0.5 (Echo of Medivh)
Paladin: 1.5 (Quartermaster and Coghammer)
Priest: 0.75 (Lightbomb)
Rogue: 0
Shaman: 0.25 (Ancestor's call, but it's only good in malygos / kel'thuzad deck.. so 0)

Now that I see this, I can feel confident in saying, there is literally ZERO reason to spend any money on gvg packs. Just play arena for your gvg needs
