It's impossible for a design perspective to make every card good or playable and gaara/chanmanV said it would make the game too expensive if every card was great, but i really disagree with making flat out crap just for the sake of filler.
I feel like they've gotten better about this, looking at WOTOG & TGT, there were 4 or 5 minions per set that were just vanilla, or maybe had taunt. Everyone knew that these minions were going to see 0 play from day 1. This is awful, total pack filler.
But looking at the last 3 xpacs, almost every neutral minion has some kind of text. And the ones that don't are usually 0 or 1 mana (dire mole, penguin).
They've gotten better about not printing stuff like worgen greaser, which is just a complete waste of space.
