Either Blizz hasn't gotten the memo or they really want Shaman to suck, because outside of rank 22 shenanigans, this will never work.
Bloodlust is too slow. This is a worse bloodlust.
I thought more about this card and I wanted to post my thoughts before I lost them.
I actually think the best comp for this card is Quartermaster. QM presents a win condition where on its own it's rather weak - it's almost never played as a 2/5 on 5, and sometimes you just have to grit and bear it as a 7 mana 2/5 + 3/3 play (4/7 of additional stats)
QM is insane largely because of Muster for Battle though. Muster is the insane card; QM is the niche, fun-loving card that can steamroll a Paladin game or present a very fine/obviously 8 or 10 mana 2 card combo.
Basically, QM without Muster is not all that special. Muster on its own is an auto include in every Pally deck though. (I vacillate running 0 and 1 QMs now for the record!)
This card, if played on 7, and with a board (like with the QM) gives you the 3/6 body (better than QM) and theoretically the +2 buff. It has the added benefit of "having taunt" or you could stack up / continue-buff totems (I wonder if the totem summoned on the turn also gets the buff or not, the order of operations plays a role in the value of said card)
If it buffs the newly summoned totem, (which it SHOULD) then I guess it's a 7 mana 5/6 more often with upside, much like a GoK then. (Without the heals)
Anyway, all this said, if there is a Muster for Totems, (or something similar) this buff card will def. be legit. And people will fear leaving a Shaman's board even more than they already do. If there isn't, I stand by what I said originally, which is if you're looking for straight burst Bloodlust is better, and if you're looking for longterm value it may not be found in this card. But there is a chance the middle-ground is reached.
