Different grades of "OP", then I guess. Dr Boom is extraoridinarily good value yes, but that's somewhat mitigated by the fact that 90% of players run it.
It's the opposite. 90% run it because it's good value. Yes, it's not an "instant win" card. But no one honestly means that. They mean that it's more powerful than pretty much every 7 drop.
