In SOME of the medium high level tournaments they give split pots entirely to the OOP winner. This rule is obviously flawed on so many levels but that could be what he was refering to.
In a "winner gets THE button" game, it'd stay put, or move to some sort of arbitrary position.
In a "winner gets A CHIP faux-button" game, you'd just not have one out.
The first situation is problematic, although there's plenty of "fair" solutions - since even the arbitrary is fair as long as you apply it consistently.
It's an interesting twist, and might be fun when we're drunk, but doubt we'd play a lot of it -- because it just takes 1-2 sticks in the mud to cancel it.
