Home game tournament, need a ruling please.

Blinds are 3k - 6k

UTG says nothing and tosses in (2) 5k chips.

is this a call or a min raise?

Call, because one of the two chips alone wouldn't cover the call.

No, it’s not. At least not in any tournament that uses TDA rules.

The half size of a raise thing is something that stems from the (cash) FL days. Haven't played FL in over a decade so not sure it's still a thing there.

I believe the half size bet FL rule you are confusing concerns an all in of less than full bet but more than half, which will reopen action in FL but not in NL.

In this case, if a 5k chip and five1k chips had been put in the pot, the more than half raise/bet would compel the player to complete it to a min raise/bet of 12k if he had the chips to do so.
