High hand for quarterly League

For our league we do a high hand each quarter. Must use both hole cards with the exception that for quads you can use one hole card. I have made a request that we should do Quads or better using one hole card. Im assuming a straight flush or royal is still tougher to make regardless of using one or both hole cards. Opinions please?

For a home game...
I'm fine with using a single hole card for any high hand.
I'd also be OK with letting players play the board for high hand.

We have a high hand option for those that want to play it. We have no restrictions on using hole cards. It gets paid out for each game we have and we play 3 games a night. Usually its a Full House that takes it. Even if everyone folds on the flop, you can still turn up your hole cards to count for a high hand and claim the high hand. If your in a hand with someone that isn't playing the high hand, you can still claim a high hand if you lose the pot. Its a fun side bet for home games.
