Do you cap your cash home game buy-ins?

For 2/5 NLH game we mandate min. $100 buy in (to prevent perpetual short-stack shoves) and $400 max to keep the action under control in the early stages for players who don't want to max. out bankroll from the jump and to avoid anybody being a bully with big bets against the players who want to limit their losses. Only 80BB, but that's plenty. By the 4 hour mark somebody has a big stack of $1500+ but even then $400 re-load is plenty. It's a very recreational kind of game despite dollars on the table. Several players who consistently donate to the group would not play if somebody had a $1000 stack to start the game.
