No, Tyrion said it to Cercei after she "caught" Ros aka who she thought was Tyrion's girlfriend and took her away. But wait how did Ros later show back up in the show? I don't exactly remember the process.

Yeah, any answer like that would suffice. Two soldiers, random Lannister soldiers, Lannister guards who got killed by Robb's forces, etc.

Maybe. I knew Lady Olenna goes by "The Queen of Thorns" even though I don't think it was mentioned in the show. I heard that title on HBO Go's extra on new characters for S3 though.
