This could be absolutely true. We were having what we believe was a single person, pretending to own Romanian accounts, and then applying to us and because they could not receive p2p on poker sites being from Romania, they would need money sent on Neteller/Skrill.
Most of our staking was on Stars back then and we would send p2p and never thought to verify ownership of an account, since were sending directly to the player. With Romanians we were scammed several times as the dots weren't connected fast enough for us to figure out what was going on.
My advice for everyone is simply ask for a playing history audit showing the person applying owns the account. They can record a video of themselves playing. You simply want proof the person you are speaking with is 100% the owner of the account that you want to stake them on.
This is incredibly obvious but it was a blind spot we had years ago and perhaps others have it now.
